The City of Coshocton has regulation for Building, Zoning, Planning and Property Maintenance. Under the Safety Service Director, a Property Code Investigator is responsible for compliance and reported complaints. The Investigator can be reached at City Hall or by calling 740-623-5922
BUILDING
Residential Building Permits are required in the City of Coshocton; these can be obtained in the Mayor’s Office. You may search all codes in our Codified Ordinances. Click Here for Codified Ordinance search.
Residential permits, minimum fee: twenty-five dollars ($25.00). This covers all new building and/or alterations up to a cost of five thousand dollars ($5,000). For each additional one thousand dollars ($1,000) over the initial five thousand dollars ($5,000), a one dollar ($1.00) per thousand fee will be added.
Commercial or industrial permit, minimum fee: one hundred dollars ($100.00). This charge is for the first ten thousand dollars ($10,000). For each additional one thousand dollars ($1,000) over the initial ten thousand dollars ($10,000), a two dollar ($2.00) per thousand fee will be added. New buildings, renovations, demolitions or projects, both residential and commercial that move dirt may require an Erosion and Sediment Permit.

DEMOLITIONS
The city requires a permit for demolition of houses, buildings, garages, structures etc. The permit fee is $50.00 for Residential, $200.00 for commercial and $1,000.00 for Industrial (over 50k SF). A bond will be required and the amount of said bond shall be appropriate to said project and determined by the administration.

HISTORIC ROSCOE VILLAGE
Both residential and commercial improvements and construction in the Historic Roscoe Village District is also regulated by the Roscoe Village Commission and a Certificate of Appropriateness must be obtained from the commission before a city building permit can be issued.

CONTRACTORS
All contractors are required to register with the City of Coshocton. All completed registrations should be turned into the City Income Tax Department.

ZONING
City development is regulated through Zoning Districts from One Family Residence District (R-1) through General Manufacturing District (M-2). Requests for a zoning variance can be made to the Board of Zoning Appeals through the Mayor’s Office. The process for a variance after the clerk (Mayor’s Executive Assistant) receives the application all properties within 150 feet of the property seeking the variance must be notified by mail of the application. A legal notice must be published ten (10) days prior to the public hearing. The board generally meets the first Wednesday of the month (as needed). Depending on when the application is received this is generally a three (3) to four (4) week process. All applicants are encouraged to attend the hearing to present their request and answer any questions the board or the public may have regarding the variance.
Note: A variance from the Board of Zoning Appeals is a temporary variance for the current owner and their request only and may not be transferred to a new owner.

PLANNING
The City Planning Commission hears variance applications for permanent rezoning. When a property is rezoned the new zoning will be attached to the property. If the property is sold it will remain rezoned. Requests for rezoning can be made to the Planning Commission through the Mayor’s Office. The process for rezoning after the clerk (Mayor’s Executive Assistant) receives the application all properties within 150 feet of the property seeking the variance must be notified by mail of the application. A legal notice must be published thirty (30) days prior to the public hearing. The board generally meets the first Wednesday of the month (as needed). The planning commission makes recommendations to city council. If the Planning Commission grants the request it is then presented to city council. Once it reaches city council it will go through three (3 readings) at three (3) separate council meetings. Depending on when the application is received the whole process including the city council readings is approximately 90 days. All applicants are encouraged to attend the public hearing and all three (3) council meetings to present their request and answer any questions regarding the request.

Regulated by Ohio Revised Code and City of Coshocton Codified Ordinances.
Note there is no form for street or alley vacation as each request is different. We send all requests to our Law Director’s Office for review. Please consult your attorney.
